To my shock I couldn't spot any turbocharger on that bike, so I assume he's referring to putting a playing card in the wheel spokes to make the exhaust sound that was so cool when we were 9?
We used balloons tied to the frame rubbing on the spokes. One on each side of the frame on the rear wheel sounded like a Harley with the lop lop signature sound. It was loud and we loved it. Only drawback was, the spokes would wear through the rubber in about 20 minutes of riding, So you had to have a pretty large bag of balloons at the ready to do replacements, but it was great. Thinking of this brings me back to 1962. Riding bikes down the street in a group of 6 or 7 kids, all with 2 balloons on the rear wheels made an amazing sound.
