Let a Thai person contact the property owner/manager and negotiate a rental deal on your behalf! Unless you are fluent in Thai and have a great deal of understanding about how Thais negotiate, Thai culture in general you won't get the same price as a Thai national (in most cases).

Yeah, low season is the best time to get a good deal long-term. There's so many factors, even Thai people talking about inflation, but they love foreigner's coming over and spending their money, it boosts their economy a lot.
This video is not a where to stay in Thailand and when video. It's a specific topic that solves a specific problem. It's not all of Thailand. It only occurs in less than 50% of the country, so it wouldn't be fair to say that about Thailand in general. You should always do some research on where you want to go.
