This is what I liked most about the GTA 3+ games - they allow you to complete the mission in whatever creative way that you like. In the later GTA4 and 5 versions, they restrict you to very linear paths (go here, use that, do this, etc) and severely limits creative mission completion.
there's even a simpler way. Just stand behind the building on the left. Most of cabs will fell in the ocean. Then finish off the zebra cab once it will appear.
I was always much less original and drove to the far left corner near the the ship, quickly jumped off, run toward the ship, and when all the cars piled over, just took one grenade and blowed them all

Not bad. It's funny. But all this work on the tank in terms of destroying taxis, is still faster. Although, on the other hand, a tank is difficult to get, but this car with a springboard is not far from spawn.
I literally been playing gta vc missions in different ways, like the mission where you wreck the jurors cars, one of em i just drove into super fast then the cutscene happen and dude was running off hollering 🤣🤣

In older gta games vehicles "lives" longer, before the game deletes them.
