Nah, I just do this mission right after Demolition Man, I pick the Firetruck and is just matter of two strong rams to pass this mission.

use a flamethrower on the first Haitian cars, then they will get out of the cars and run away in different directions, and you don't need to shoot at these first ones running away, then you need to eliminate the Haitians who will arrive later, and after eliminating them, deal with the Haitians who ran away at the beginning, and you can do this on transport if you run them over with a car, then the mission will fail Tommy will lose all his health, and if you run them over on a motorcycle, then Tommy will teleport to the stairs along with the motorcycle (I used a PCJ 600), and then the Haitians will drive by on Sanchez, so the cast scene breaks, a shot is heard, but it will only be a sound, the second Haitian after that is absolutely intact, and then you can catch up with the first Haitian while on a PCJ 600
