    I find it quite tragic that so many sincere, thoughtful people have failed to identify the most serious obstacle to achievement of noble objectives. Two remarkable intellectuals of Scotland's past -- Adam Smith and Patrick Edward Dove -- provided the necessary insights and solutions. They were in their time unable to gain public support in the face of vested interest. Eventually, their insights were written out of new disciplines that evolved out of the dismantling of the science of political economy. What was their great sin? They called for an end to landed privilege, not by land nationalization or land redistribution but by the quite straightforward measure of the public capture of the full potential annual rental value of all locations, whether in towns and cities, whether of agricultural land, whether of land blessed with natural resources to be harvested or extracted. Rent, they understood as that share of total wealth produced that belongs to the community and not to any individual. Rents arise out of advantage, some of which are a direct result of nature's bounty or characteristics. Rents also arise because of aggregate investment in public goods and services that give advantage to central locations over less central locations. If only societies would change the way government at all levels chooses to raise needed revenue, behaviors of individuals and business entities would change significantly in the direction of sustainable usage of the planet's land and natural resources. An important side-effect would also occur: a far more just distribution of income and wealth.

    I support land reform in Ukraine. But Ukraine needs to make sure it benefits from it and that the little guy also benefits from it. Zelensky needs to launch a program and jail an oligarch.
