As a Chinese man, here're the reasons I think why some Chinese men are afraid of approaching African women (and skin color is the least of their concern): 1. Language barrier. Although English is widely taught in China as a 2nd language, most people don't really use it that often in daily life and don't speak it very well. 2. Unfamiliarity. Africa is still rather mysterious and unknown to much of the world, and some Chinese people may consider it as a dangerous place full of hippos, lions, crocs or plagued by never-ending civil wars. Documentaries that we've seen about Africa tend to focus on those aspects. 3. Dowry. Some Chinese men don't want to approach women in general (not just African women) because they are afraid that the girl will ask him to pay for everything and ask him a high sum of money for dowry. And with the inflation it's quite hard to raise kids as well.

China has a huge population. There are different tastes when Chinese men picking their girl friends. But African girls have been very popular in Chinese dating TV series. If you are a beautiful girl with good character the chance is really big, since Chinese boys usually like the African girls' more attractive figures. However, Chinese boys generally are shy, and will not approach like African boys. If you meet someone you're interested, you can be friend first. And find out whether that's the right guy after knowing each other better.
They tend to value face more than figure, Chinese men likes girls with large eyes and small face (I know that cause I'm one of them), skin color or height might be a requirement for some but for me they don't matter, I actually like women with brownish or olive skin tone like for instance some SE Asian or South Chinese girls.
