I'm sure the work has been done but load the cylinders up with on blaster with the heads off and work it back and forth to break it free. Then use either sea foam deep creep and load up the cylinders again to soak into the rings. Fill the fuel up and use some mercury ring free in the fuel to bring the rings back around. If it fires get some temp in it with it still hot pop the plugs and spray more deep creep in the cylinders and let it soak in when warm and let completely cool. Fire it up again
We've been real patient and doing essentially the same thing you said for about a month just trying to work it loose and have yet to see any progress, but with this warm weather the PB blaster might penetrate a little better and we'll see if she loosens up.
Run any penetrating fluid through to get it unseized, only problem is with motors this rust in is that the rings snap or brake as soon as you turn it over after unseizing it

Marvel mystery oil is the best thing to douse your cylinders down with.
Top cylinder runs hot when the top crank seal is jacked.

Transmission fluid works great as a soak also
Also use a block of wood and a hammer and tap on the top of the overheated piston after letting it soak for a week or so with atf.

This engine should be flushed out with salt away. You can buy it on many websites. Those passages are just about full
Motor is fucked. Just get another motor. Even if you get it freed up. I bet the crank bearings are jacked too.
