Articuno and Moltres are the hardest legendaries to beat in the game (pre credits) coz we are unevolved and hardly at 20+ levels. . It was a tough time for me (mudkip) and my partner (torchic) back in the day...
+Joe Lees I was a machop and my partner was pikachu so I made pikachu use twave and spammed karate chop whilst praying they didn't break through paralysis and use drill peck lol
+Dylan isnt too hard to beat them with that combo actually have bulbasuar use sleep powder then spam bullet seed or a move the lowers his defense (tail whip) then have pikachu use thunder wave and spam tail whip then attack with pysical moves and they're dead before they can hit you

You can't recruit Rayquaza and Groudon during the storyline, when you first meet them. You have to go back to them after the credits roll, which I did.

Might I inquire how Mewtwo exists within the PMD universe? There wasn't a Team Rocket to create it, as humans are a rarity (and take the forms of Pokémon upon entering it), so how did it appear?
First time I did this Mewtwo didn't recruit (bruh) then it took em forever to reach the end again and he didn't recruit a second time (there goes my soul) third times the charm and got him but after all that he really wasn't worth it e-e

If you have beaten Rayquaza, then you need to go to the whishcas pond. there will be an hole in the little island/stone in the middel of the pool. go in there and there you can evolve =)

Wait your starter to be level 50 and take a legendary with you, it will be easy (btw you need to do it twice to recruit mewto)
