In my neck of woods that wool carpet needs a pad that is made of horse hair to warranty the installation. That installer probably didn't know the difference between wool and regular carpet. knee kicking wont stretch it good enough. If pad is smoother like karastan or shaw carpet stretches just fine in small rooms with a kicker. A pro will know when a power stretcher when needed.
Wouldn’t you rather crawl on not-so-dirty carpet for more money 💰 Besides, you have to cut and haul old carpet/pad out and in my experience installing ten years, that was the dirtiest part.

I should say a 12×12 room is perfectly fine to use a kicker on. Anything bigger should be power stretched
