There's a hidden friendship value in the game that makes villagers less likely to think about moving out, and people looked in the code and found that for whatever reason, bullying your villagers *doesn't* lower their friendship value. Only not talking to them will lower it.

One thing I learned is that the thought bubbles don’t always mean a villager wants to move out, sometimes it means the villager wants you to mail something for them, or some other thing like that.

Tell the villager NO = 15-cooldown for the same villager whom asked to move out, but 5-day cooldown before any other villager in slots 1-9 can ask to move out Tell the villager YES = 15-day cooldown before any other villager can ask to move out. However, that empty plot can autofill if you don’t invite a new villager within that timeframe but as quickly as the next day if your island lacks any of the eight personalities.
if you see a villager with a thought bubble and you want the bubble to go to a different villager, quickly leave the game before it auto saves (don't save!), then rejoin and it will be on a different villager!

it took me 2 years to realize that: when you get a villager with a thought bubble and time travel to the next day, it disappears! when you time travel back to the day before, the thought bubble gets transferred to another villager.
What I do (time traveling)- Travel one month forward, around 1pm, look for a villager with the thought bubble. If it is the villager you want kicked: talk, agree for them to move, save and exit the game once you're done playing. If it isn't the villager you want kicked: close the game, time travel one day forward, look again, and repeat until it is the villager you want to move.** If you don't see any villagers with the bubble: do the same as above. (**)
I think it’s just good to ignore them. Never talk to them. If you enter their house on accident, leave without talking to them and they’ll be confused.
basically if you have the amiibo cards for certain villager you can scan them in the campsite (you need to invite them 3 times for them to move in) once they ask to move in on your island you can select a villager you want to get rid of
If you really don't want to miss that interaction, talk to the villager, and if the bubble is about moving, close the game via home menu before answering anything about moving out. The game will revert back to the last autosave (few minutes ago) and will forget you talked to the villager who wants to move out. No cooldown and peace of mind for you
My most effective way of kicking out a villager requires amiibo card thought. Just invite a villager you want at the campsite and you can get them to move on your island even if it's already full. They will tell you the name of a villager who wants to move out. If they say the name of a villager you want to keep, just invite them again another day.
I’ve had Tybalt for over a year now, but now it’s time to say “ta-ta” to him to make room for Vivian. And yes, I am time-traveling and waiting until he’s the one with the thought bubble and asks to move out, and that I can probably give him to any other player around the world (if they don’t have his Amiibo card or don’t want to keep wasting NMTs until he pops up on a Mystery Island via villager-farming). If you TT backwards, that will encourage him/her to ask to move out on a sooner date than the original date his/her 15-day cooldown can wear off.

I waited until after I built my island the way I wanted and had all the house locations settled. Then after that I started to kick out villagers and move in the ones I wanted. My logic was that way, when I got all the villagers I wanted on my island. I could just play with them and fish,swim,collect bugs all day because I didn’t have to design anything on my island anymore besides the one or two seasonal sections I had! I got my switch stolen and now I have a newer one. Planning on doing the same thing!

my method has always been: step 1 - talk to every villager except the one you want to leave step 2 - time travel 30 days step 3 - talk to them and rejoice in their absence a few days later

I dont talk to them and hit them with a net repeatedly then time travel until the day they have the bubble which is usually pretty fast since their friendship points are lower
i figured out that by placing fences around their door they can’t move, they’re stuck. so if you do that then they eventually get bored and leave. also wacking them with a net helps bring down your friendship score with them.

Also the thought bubble can be something else: the villager can just wish some favor from you. If you entered a building and a thought bubble disappeared or moved to another villager - well, that's it. So don't be afraid to talk to thoughtful villager. You can just close the game without saving if that was unwanted dialogue and you don't want 5 days cooldown. And the last. Don't hit villager with bug nets. It's stupid and won't help. Ignoring the villager that you want to kick out won't help too (and will even make the things worse actually)

So if you want that villager gone, yoire going to need to "move them up the bracket" by having another villager leave, and another villager move in your island. Then that new villager will be the latest.

You honestly really should be able to kick them out whenever you want. Go to Nook and have them evicted when it's convenient for you.
I spent ages trying to kick out Coach after he shouted and sneezed in my face, he annoyed me so much I was trying everything to get him booted.

I fence their house in to make it easier to check on them, and then check for the bubble every day

Hit them with a net until they get depressed. They normally get angry at you at first, but if you hit them a LOT they get depressed
Befriend them. They will leave so quick, that you will start missing them after they left. 😢
