Yes, it is buried too deep. My knowledge of this subject doesn't come from being a firefighter, as I was a laborer in a water department. There are many parts to a hydrant that most people never lay eyes on. Below the surface of the sidewalk is a flange and bolts holding the hydrant head to the part underground that you can't see. These are special bolts with a skinny part in the middle. Basically an engineered failure point. The actuating rod (inside, connected to the five sided nut on the top and the valve below also has a weak spot engineered in so when a car hits the hydrant, it will (theoretically) just pop off resulting in less damage to the car, hydrant and hopefully isolating the damage away from the valve connecting the water main to the hydrant. The flange has to be exposed for the engineered failure points to work right. Also, sorry for ruining the belief that when a car hits a hydrant, a geyser is formed. This is a very unlikely scenario that just doesn't happen with properly maintained hydrants.
