You can make your own condensed milk! So you could make it from lactose free milk. The original designer of this recipe is Gemma Stafford, she has a youtube channel and she has a recipe for making your own condensed milk.
How about coconut milk? I love the taste of it, I actually made whipped cream with it once and I thought it was better than regular whipped cream! You have to buy the can though, not the carton stuff. You should also chill the can for several hours first.

If you add few spoons of jell-o powder instead of simple coloring gel, you can have a rainbow of colours with a rainbow of flavours (it's a good rainbow Sherbet imitation too). Also, I don't know what a "birthday cake" taste like but as a rule, it's better don't serve uncooked flour to people; if you can replace it with some similar artificial flavour, your ice-cream will also be glutin free for the joy of all glutin intollerant guests :-)

I honestly like ice cream like this one better than the ice Cream at grocery store or ice ice cream parlors because it taste a little bit like soft surf and scooped ice cream, cream, cream, cream, cream, cream, and the same time. I don’t know why it just seems to have both textures in the same taste.
