Barely started trying to draw 2d animation. The most confusing part is making it look smooth: How many frames should each movement use, how much should each limb move per frame? Its not going so well yet
For lines quality you mostly just need to train to improve that (or use more vectorial drawing, softwares can help with that). For the animation however you can follow the two tips of that video AND improve your animations rythme and timing/spacing. Focus more on beginning and end of your movements (mostly the end which always needs tight spacing to not feel too cut). We don't need to see a breakdown too long for example (and sometimes we even don't need to see it). Good luck and take the time to learn and practice if needed, you can experiment different things with one single movement by always start and end with the same two poses, it's ok if you don't nailed it with your first try. The best advice I could give is : your animation doesn't feel right to you ? Ask you why and try to fine the answer. Still not right ? Try another thing ! Do this over and over until you're satisfied (maybe not fully satisfied, it's not always worth it to be perfectionnist haha but atleast good enough and most importantly : alive). Do this everytime and you'll be sure to progress in anything =)

How do you add multiple layers for example I noticed behind the detail character there is a rushed version of that same character. How can you add that first layer I’m a beginner animator I’m still trying to figure this out.
Is this toon boom? How do you zoom in and out on it like that? I couldn’t figure out how to get it to let me zoom in and out on the canvas using touch controls (like clips studio, procreate, etc).
It depends on how your familiar with how you use the software or app cause it sometimes doesn't matter if it's good or bad it depends on how you use it to your advantage... If you get what I mean

Arcs make it look more eye pleasing, so you can making the action like robot but still use arcs to make it look more interesting
