Many people working on minimum wage are very capable and extremely talented, they do it just because they need to feed their families. Being paid minimum wage and exploited does not make you unintelligent. Maybe they haven't been trained properly which is common among many companies cos they only care about spending less as possible.

In Shropshire a truck driver can be paid £11/£12 per hour although hes an professional driver with a qualified licence having to work 10-12 hrs shift. You just move few miles towards Birmingham and you'll get between £16 and £22 only because there are more companies therefore more jobs, trying to attract the same type of people. The difference is, in one place there less jobs opportunities and so companies have too much power and pay you less in the other place you've got more companies that have to try to attract drivers. Same job, same cost of living but less pay.

If you instead hire people for minimum wage because you are too cheap, or your budget has been repeatedly cut for 13 years, then a lot of the people you get wont have the appropriate skills. And your probably also not going to shell out for the training necessary to make sure all those people understand their job and know how to do it safely
