There are layers to foreign players given passports. FIBA allows that regardless of heritage as long as they acquire it before turning 16. The Philippines has an entire professional basketball league full of them, but only a handful played at the U16 level... the rest show up when they're in their early 20's, either Filipino mother or natural born but raised outside the country.
Then there are naturalized citizens, every country has different laws on acquiring passports. This is much harder to do in the Philippines because they are still technically foreigners but with a passport and it's usually granted to those who are willing to renounce their previous citizenship having spent a significant time as permanent residents.
When these SEA Games are done, those 6 "Cambodians" won't be back.
