If multiple people ate the same devil fruit, only the person who has consumed the piece of fruit first gains the ability. The rest just have to deal with eating a bad tasting fruit.

the whole reason why certain characters are stronger than others is due to Haki. It counters devil fruits and even restricts abilities, for example big moms Haki is stronger than everyone below her, so She cant be frozen and Haki lets people hurt Logia users. Big Mom Is a fricken beast man.

The reason luffy got hurt from blackbeard is because his power negates ALL devil fruits. Mihawk is insanely strong he was able to show Luffy the outcome of his attack before it even happed which is crazy because zoro will surpass mihawk so he will be REALLY strong. They are able to see full second maybe even minutes into the future and can deal immense dmg without touching the opponent. They can also destroy a person from the inside with Haki, Kaido and Luffy clashed in base and split the heavens in to. (ep 1051). Zoro also has these powers and Sanji but Sanji doesn't have conquer haki and isnt able to destroy enemie from the inside like Luffy and zoro. And the government isnt exactly the good side. Some people are very corrupt and will kill millions of people just so their private info doesnt get exposed.

When a devil fruit is eaten, and the user dies, the fruit randomly respawns somewhere.
If multiple ppl take a bite out of the fruit, only the first person will get the powers, then the fruit becomes useless afterwards.

Big Mom is one of the 4 Emperors, and has mastery over the advanced forms of haki. Devil fruit abilities can be resisted with extremely powerful haki. She has some of the highest durability and physical strength in a series and one swing from her sword can literally vaporize people who aren't strong enough to defend and even if you can defend you WILL take heavy damage.
Blackbeard was able to injure luffy and ace because his actual ace card is cancelling devil fruits (you see what i did). So luffy and ace were normal humans when he touched them

Big Mom is 68 year old, so according to Marco she is the remnant of old era, so that put her at the age of pass her prime. She started her pirating career around 60 year before present day with just two known member which is Strusen the master mind of her pirate crew. Strusen is very intelligent but very weak and short. So even during her prime she is always fighting alone and getting help from her children which the oldest is 50 years old now. So 40 year before current timeline, her pirate crew is only strusen and her children that only 10 year old below age. She join Rocks crew after winning the fight to death battle Davy Back Fight with other strong pirates and become like the left hand man of Rocks. She also had a strong relationship with Kaido that at some point Kaido really respecting her and admired her. After Rocks dead she began her era as 4 of the strongest pirate in the world only below Whitebeard and Roger in term of power. In her prime she might be on the 10 place on the list or even above.
To explain the weird placements:
Oden is not on the level of Whitebeard. Whitebeard destroyed Oden as soon as he used his Devil Fruit once, and we know Whitebeard is capable of spamming his Devil Fruit
The admirals are usually thought of as below the Yonko, so it makes sense why they're all under Big Mom, who is crazy durable, can negate their powers through Haki, and has crazy hax abilities
Mihawk spars with Shanks so he is around Shanks level or at least Yonko level
Akainu is the strongest Admiral, so he's likely near Yonko level
Luffy's still below Kaido because Kaido fought almost 20 people before losing to Luffy and he was holding up an island while he was fighting everyone
Dragon's done nothing so far, but he's the world's "worst criminal" and leader of the Revolutionaries, so we assume he's strong
Rocks has done nothing so far, but he was the captain of 3 Yonko and Kaido respects him, so he's likely strong
Imu can erase islands by just crossing them off a map and rules the entire world, so they're likely strong
Joyboy was Imu's main adversary and used the Nika Fruit before he died, so he was probably at or above Imu's level
This list is actually pretty accurate lol, you'd have to watch/read the series and have an extensive knowledge of all the characters but essentially its all true. Also the part where blackbeard is able to hurt luffy and ace is because his fruit allows him to nullify the power of other devil fruits upon contact.

The D to S tier list doesn't really matter. Realistically every single one of them is considered S tier but he puts them down like that to show how strong they are *compared* to each other.

The amount of disrespect Big Mom gets is wild. You totally underestimate the strongest woman on their verse. She was part of the Legendary Rock Pirates and one of the four emperors, so she can't be weak. You haven't watch the series, but you say Big Mom is weak??? No. Her durability is insane, and was fighting toe to toe with Kaido. Also Oden is already DEAD for 20 years in the show, so that's why his list is pretty low. If he's alive, then he will be in much higher place. There are just characters that had become more powerful overtime.

You can regain the devil fruit by either eating the past owner or once the user dies, any other fruit that looked similar to the devil fruit gets the power. For example luffys fruit is like an apple so after his death, a random apple will turn into his fruit
