[MKWii TAS] Koopa Cape Flap - 9.399 (The Dragsterrrrr)

Found a completely new strat for an ultra shortcut flap on Koopa Cape, and it saves around 4 seconds over the conventional ultra. I did some random testing a couple weeks ago and found that the Tiny Titan wasn't the only vehicle that could remain stable upside down. The Classic Dragster is capable of doing this too, albeit a bit... drunkenly. I didn't think much of this because the Tiny Titan is considerably faster than the Dragster, meaning it would always be picked, but of course something went and made it useful.
The water bypass at the start of the video is strange and highly unpredictable, and I wasn't able to bypass the water with the Tiny Titan even once, so I tried the Dragster, and that one did work. This water bypass wasn't the end of the battle though. To stay upside down on the ocean floor, I had to get barrel roll off the top of the wall, and then maintain it all the way down the waterfall. This meant I had to bypass the water without ever touching the waterfall with all four wheels, but also avoid ever getting more than 20 frames of airtime on the way down, and finally land flat enough so that I wouldn't be counted out of bounds by the ocean floor. From here, I'm able to go basically wherever I want, and in this case wherever I wanted was a seam that KCP0 crossed over.
I thought the water bypass would be the hardest part, but boy was I wrong. To perform the actual ultra, I have to touch KCP0, and then jump off the seam in a way that sends me way under the ocean floor, as the last KCP does not stick out. This quickly proved harder than I thought, as getting a good enough swing under the seam to respawn properly was unbelievably hard. Through constant attempts over the next few days, I eventually found that it was better to continue drifting to the left after getting completely perpendicular than it was to drift to the right as I fell off (also known as a "seam swing"), and through more attempts I was finally able to touch the KCP. This respawn is still incredibly close, and both of the major tricks in this run are definitely in my top 5 for most annoying things I've ever had to do in this game.

No
I read this again and felt like answering it properly now; the description covers pretty much everything you need to know, but in condensed form the only vehicles that are stable while driving in an upside-down state (which is a necessity to avoid getting counted out of bounds by the ocean floor) are the Tiny Titan and the Classic Dragster. While the Titan is faster, it doesn't seem to be able to do the water bypass at the start of the video (likely due to hitbox differences), so the Dragster is necessary to do any of the setup.
