A huge thank you to @justin3055 for his help with this project. He played a huge role in getting the flap setup to finally work and carried my sorry ass through the optimization of the flap. This seriously wouldn't have been possible without him.
This flap makes use of a new delayed lap count setup in which we avoid crossing the finish line and instead enter it at the front. This allows us to cut out 5-6 seconds of setting up the ultra and instead enter the lap while already performing the ultra, saving a significant amount of time.
To set up this delayed lap count, we have to avoid crossing the finish line and skip the last key checkpoint backwards to leave loaded checkpoints. The out of bounds here can't be bypassed with current knowledge because it simply would not like that, but I realized that I could probably make it over. This wouldn't be very difficult if it weren't for the fact that the checkpoint navigation here is pretty strict. Because of the 4.9% rule, we have to leave loaded checkpoints very close to the finish line, and in this case the only checkpoint with sufficient lap completion to count our lap 1 from the front of KCP0 is the very last one, CP75. This means we have to touch it to boost our lap completion, turn around into CP74, and then avoid re-entering CP73 so that it doesn't reset. Not only do you have less distance to clear the out of bounds the more perpendicular you get, it also gets taller as it approaches the finish line, making this an annoyingly precise clip that could only be done via barrel role, while as far left as I could possibly go, and still just barely at that.
Since this clip can only be done with spear, one shroom ultra was off the table, meaning the next challenge was making it all the way back to the beginning of the track without using any more shrooms. This is possible up until the very first ramp, which is way too far to make shroomless. Fortunately, Justin was able to barrel roll to bypass the horizontal-ish out of bounds before the halfpipe jump and fall back down to the track below. Bypassing horizontal out of bounds with a barrel roll is something that was known to be possible, but because of how slanty, jagged, and far down the out of bounds in this section was, I immediately ruled it out, so I can't overstate how huge a trick like this is. Not long after, he was able to land back on the track, confirming the delayed lap count was possible and making me very very happy.
(Also, as a side note, Jellopuff had suggested this independently not long before, but I immediately shot it down because I thought there was zero chance of it working (sorry Jello)).
I'm super happy that this game is still delivering after so many years, but I'm even happier that now I myself am helping to find things. This is also my first TAS BKT on a Nintendo track, so now I get to join Epik in his Mickey Mouse status.

This TAS was absolutely insane. One of the craziest and mindblowing setups for a flap I've ever seen.

This is sooo cool, huge congrats to both of you! Also, I was thinking: if the delayed lap count is applied to a no glitch flap, since the setup itself uses glitches, does that mean that RR can get a new category now?
It’s probably not worth the shroom usage, and superhopping still needs testing i think, but yeah if either of them is worth it it would create the no ultra category
There's already a NU category for RR, which is doing fast wheelie-glitch on the first turnskip in order to take it tighter

It’s something called a barrel roll and it’s used to bypass out of bounds zones (if you did the beginning without it lakitu would grab you)
