All stats or moves a pokemon is capable of is based on it's combat capability and what moves are legal for competition in a region so a high base stat speed not matching it's lore makes sense, just because something can run super fast does not mean it is capable of doing so at standard combat distances or in combat at all. and while most pokemon may have the physical capability to bite, it may not be able to harness the elemental type to perform the legal pokemon move or even if it can that move may not be legal for competition. same way the move pools of pokemon change between games different regions different legal moves and different environment for training certain moves.
I think the pokedex when it's referring the the Pokémon using a move that it can't leave it's actually referring to not the battle move but it's way it's hunt for food.

The charcadet fact is wrong, while it is different now, initially rockruff would evolve into a different lycanroc form depending on what version you were playing, this was changed in sword and shield and it’s likely this will change for charcadet if it returns in the next game

All stats or moves a pokemon is capable of is based on it's combat capability and what moves are legal for competition in a region so a high base stat speed not matching it's lore makes sense, just because something can run super fast does not mean it is capable of doing so at standard combat distances or in combat at all.
and while most pokemon may have the physical capability to bite, it may not be able to harness the elemental type to perform the legal pokemon move or even if it can that move may not be legal for competition. same way the move pools of pokemon change between games different regions different legal moves and different environment for training certain moves.
