We had this once several years ago. But the bees used the box for the night before moving on... I think they were moving the hive elsewhere. But they literally stayed for the night and were gone the next day
The scouts would have lead the swarm to your box, but there must have been somethings they were not happy with or the scouts returned with messages of a better location and they were still prepared to swarm.
