I feel like the funny button gets compared to MBRB a lot but the use cases are different and more nuanced. By pure numbers you lose DPM when using alt fire in a sustained firefight which is why it shouldn't be used as default. When disengaging or fighting low health ships, you have that instantaneous increase in DPM and accuracy where you can maximise quick opportunities more efffectively than MBRB. Used properly, alt fire can effectively improve your DPM overall since you're not firing all the time.
RPF on Alvaro is super, super strong because it allows you to ensure you have your guns ready and pointed at an enemy DD to burst fire them. Also helps you survive because you know where to expect torps from. It's much more useful than the extra Range captain skill imo and it honestly feels mandatory on Alvaro, especially when she doesn't have hydro or radar.
Bazoo is grossly underrated, even before the first buff and still after the second buff. I think it would be more popular if there was a Spanish DD tree. The most underrated element of the ship is its torpedoes. 90 sec base reload, 13.5km range, but the real kicker is 1.1km detect. This is about as stealthy as you can get for non-DWT torps. Sure, 56kt sounds slow, but you can zone people the way 20km Shima wishes it could. Just fire the torps where enemies need to go.
When I play destroyers, I usually check if I'm getting assistance damage. If I am, that means I'm the one spotting so I don't smoke up unless in an emergency.
The most powerful thing for this ship in Randoms is people not knowing what the hell a Bazan is lol. I think you are on point with this review. This is a mid-level top tier gunboat with some torp and burst alpha capability. It is nothing spectacular but also is not a canon fodder so be aware when a Bazan is present. I have much better ships(as you do) to fill the role of Bazan but I genuinely enjoy playing this DD time to time.

Also Alvaro looks decent but you rarely see it in randoms so I kinda overlooked it till now. Maybe when I have coal in absurd amounts (e.g. After the birthday event) I will get but only after Hayate.

45-60 is normal, anything above that is improved, some ships are further improved than others.
