In Ghana, I only hear of Appraisers when there's going to be an auction of Gov't vehicles. Basically, these Appraisers will give you an estimated price based on their evaluation and it is up to you to add your margin.

And from my experience, the valuation reports I have seen especially those from the Banks price the properties far more than their market value.
