I'm studying mathematical statistics and I can confirm that there are actually a lot of Casino-based probability problems, though these people are really highly capable in math because that involves a lot of calculus.

There is no state income tax (only federal) so it's mostly the casinos tax money that pays for everything here. So yeah, its scummy, but i think in the grand scheme of things, being able to avoid taxing minimum wage workers to pay for schools is okay.

It is not cheating. Banning card counters is unfair, but not illegal. Similar situations can occur with people who eat a lot at buffets or win often at carnival games or trivia contests.
