However...she's the goddess of wisdom. Perhaps, to Athena, who out of all the gods might have something of a mortal heart, there could be no punishment strong enough that she could enact which would be enough. Her priestess would likely never wish the company of men again and for good reason! So, perhaps, our clever goddess placed Medusa inside her temple as a monster as a sort of kindness? Women were forbidden the temple, so Medusa couldn't accidentally harm other girls, and no man would want her changed as she was. Even if they did? Medusa had the advantage in a fight. She could render any man that came to her lair as helpless as she was, as inanimate. She could live forever, peacefully, in that temple by herself without a need to be afraid anymore. People would need to fear her. That's assuming we go by the modern interpretation of the myth, which is distinct from the one in the Odyssey. I don't believe she was ever mentioned as anything other than a monster in Greek literature - that was something that was mentioned in Roman literature and never in this manner. I think in the Greek version she was born to some of the primordial gods, the giants, who fought with the Olympians for rulership and lost.
