can you rotate the plastic gear on the two-gear balance shaft? I can rotate it back and forth half tooth.

I installed new pistons and rings in my 1.8 I installed the number 1 and 2 rings the oil rings I only installed the spring ring and only 1 solid ring leaving 1 out will it be ok? Thank you
