The reason the nurse on the phone was giving you Harley Quinn vibes was probably because she was voiced by Tara Strong, who voiced Harley Quinn in multiple renditions of the character. Along with some versions of Batgirl and Raven (She also voiced Timmy Turner, Bubbles from power puff girls, twilight sparkle, etc. Look she's the voice of our childhoods)

Arleen Sorkin is the og Harley Quinn. She's the one who gave Harley her iconic voice.
Fun fact: The reaper nurses were voiced by Tara Strong which is why they sound like Harley Quin.
Also they only attack men because the reaper nurses are women who were abused by men so they hate men. You can find a note that from one of the victims before Doug Houser that says they just let her explore and stuff.
