How ot worked for me, close steam entirely. Go to steam folder in program files(x86) then app cache and remove appinfo.vdf and run steam in administrator. Administrator is important to do. Then it worked for me again.

Thanks! I had an isssue installing Rust where it would say the game was in my library but not show up there and when i tried to launch it from the store I would get the "app configuration unavailible error." Method 4 fixed it.
