Then to make sure the chapter follow the codex. Leandros fits that role perfectly. Yes they are a high rank, so a big promotion for Leandros as he was kind of a recruit in first game, but they are not above a Captain. That is a Reclusiarch, leader of all champlains within their chapter.
Besides, we don't know what kind of punishment Leandros received nor what kind of achievements he made in the hundred years that Titus has been with the Deathwatch. For all we know, he more than made up for his snitching business back in the first game.
The role of chaplain is literally what Leandros did in the first game. Being a kiss-ass to the codex and suspicious of their brothers. So yeah, that job description fits Leandros perfectly. Minus reporting to Inquisitors since Chaplains deal with heretics among their ranks themselves, but then again he wasn't a Chaplain back in the first game as he is now.
Their stern demeanor and critical eye watches over every action of a battle-brother from his initiation to his last breath in service to the Emperor, ever alert for signs of a slackening zeal or any wavering in belief. I think this fits Leandros to a T

TBH Calgar is way bigger, I don't know why they depicted him like that here. His single pauldron should be the size of the regular Space Marine's chest armour.
