58:04 ఒక కుటుంబంలో పుట్టిన బిడ్డలకు తల్లితండ్రుల ఆస్తిలో సమాన వాటాలు రావాలని ఎలా కోరుకుంటామో… ఒకే దేశ పౌరులమైన మనకు దేశ సంపదలో సమాన వాటా రావాలని కోరుకోవటం కూడా న్యాయ బద్ధమైన డిమాండు.
దేశ సంపద అందరిదీ. దాంట్లో అందరికీ సమాన వాటా రావాలి. ఉదాహరణకు భూమిని కలిగి ఉండే హక్కు. అందులో అందరికీ సమాన వాటా లేదు. ప్రతిభ గల వాడికే పట్టం కట్టాలి అంటున్న వారు దున్నే వాడికే భూమి అని అనలేక పోతున్నారు. పుట్టుకతోనే ఫలానా కులం వాడు అంటరాని వాడు ఎలా అయ్యడు అని ఆలోచించలేదు పోతున్నారు. కాబట్టే బడుగు వర్గాలకు రిజర్వేషన్ సదుపాయం కల్పించారు.
అర్భకులైన బడుగుల శ్రమ దోపిడీ చేసి, అక్రమ మార్గాల్లో సంపద పోగేసుకున్న అగ్ర కులాలు… ‘అవ్వా కావాలి, బువ్వా కావాలి’ అన్నట్టు… దేశ సంపదలో వాటా మొత్తం తమకే కావాలని పట్టుబట్టడం… అత్యాశ, అసమంజసం, అన్యాయం.
రిజర్వేషన్ ఉండటం వల్లనే బడుగు వర్గాల జీవితాల్లో ఈ కాస్త వెలుగునైనా చూడ గలుగుతున్నాం. అవి ఎత్తివేస్తే సమాజంలో అసమానతలు, అసంతృప్తి మరింత పెరిగి, తిరుగుబాటుకు దారి తీయవచ్చు.
భారత సమాజంలో సామాజిక, ఆర్థిక అసమానతలను కనీస స్థాయికి తగ్గించాలన్న ఉద్దేశ్యంతో రాజ్యాంగంలో అట్టడుగు వర్గాలకు విద్య, ఉద్యోగాల్లో రిజర్వేషన్లు కల్పించారు.
గతంలో ST: 7.5%; SC: 15%; BC: 27%
రిజర్వేషన్లు ఉండగా, దీనికి అదనంగా 2019 నుంచి అగ్ర కులాల్లోని ఆర్థికంగా వెనుకబడిన పేదలకు EWS (Economically Weaker Sections) 10% కిజర్వేషన్ సౌకర్యం కల్పించారు. అంటే దేశంలో మొత్తం మీద 10-12% కూడా మించని అగ్ర కులాల్లోని పేదలకు కూడా 10% రిజర్వేషన్లు కల్పించారన్న మాట.
దీని ప్రకారం ప్రస్తుతం దేశంలో మొత్తం రిజర్వేషన్లు 59.5% ఉంటే, మిగిలిన 40.5% అన్-రిజర్వుడు క్యాటగిరీకి మిగుల్తాయి. ఈ 40.5% శాతం అన్-రిజర్వుడు క్యాటగిరీలో అత్యధిక భాగం అగ్ర కులాల వారే కైవసం చేసుకుంటున్నారు. ఇందులో 10% EWS రిజర్వేషన్ గ్యారంటీగా 10-12 శాతం జనాభా ఉన్న అగ్రకులాల వారికే దక్కుతుంది. ఇక అగ్రకులాల వారికి అన్యాయం జరుగుతుంది అనటంలో అర్థం ఉందా?
దీన్ని బట్టి చూస్తుంటే దేశంలో అగ్ర కులాలతో సహా అన్ని కులాల వారు కూడా కాస్త అటు ఇటు కొద్ది పాటి తేడాతో రిజర్వేషన్ సౌకర్యం పొందుతున్నారన్న మాట. అయినా ఎందుకో ‘తమ అవకాశాలను కింది కులాల వారే తన్నుకు పోతున్నారం’టూ నిందిస్తూ ఉంటారు. మరో పక్క, కింది కులాల వారు తమ జానాభా నిష్పత్తికి సరిపడా రిజర్వేషన్లు కల్పించ లేదని వాపోతూ ఉంటారు.
అంటే ఇప్పుడున్న రిజర్వేషన్ విధానంపై అన్ని కులాలూ అసంతృప్తితో ఉండి తమకు ఇంకా ఎక్కువ రిజర్వేషన్లు కల్పించాలని కోరుకుంటున్నారే గానీ, రిజర్వేషన్లు పూర్తిగా ఎత్తి వెయ్యాలని ఏ కులమూ కోరుకోవడం లేదు.
అందువల్ల, రిజర్వేషన్లు తీసివేసే బదులు కొత్తగా కుల గణన చేసి, ఆయా కులాల జనాభా నిష్పత్తి ప్రకారం అన్ని కులాలకూ రిజర్వేషన్లను నిక్కచ్చిగా అమలు పరిస్తే… అప్పుడు ఎవరి వాటా వారికే దక్కుతుంది కాబట్టి, అప్పుడు ఏకులమూ తమ వెనుక బాటుతనానికి మరో కూలాన్ని నిందించాల్సిన అవసరం రాదు. అప్పుడు ఏ గొడవా ఉండదు కదా!
పాలక ప్రభుత్వాలు అసమర్థత వల్లనే సమాజంలో అసమానతలు ఇంకా ఉన్నాయి. అందువల్ల రిజర్వేషన్లు కూడా ఇంకా కొనసాగుతూ ఉన్నాయి. నిజం చెప్పాలంటే ఇప్పటి వరకూ దేశాన్ని అగ్రవర్ణాల వారే పరిపాలించారు. కేంద్ర ప్రభుత్వ శాఖల్లో చీఫ్ సెక్రటరీ స్థాయి అధికారులు నూటికి 95% పైగా అగ్రకులాలకు చెందిన వారే ఉంటారు.
ప్రస్తుత కేంద్ర ప్రభుత్వంలో సెక్రటరీ స్థాయి అధికారులు మొత్తం 89 మందిలో కేవలం 1 SC, 3 ST, 0 BC లు ఉన్నారు. అదీ కాక, స్వాతంత్ర్యానంతరం ఇప్పటి వరకూ దేశాన్ని పరిపాలించిన ప్రధాని, హోం, రక్షణ, ఆర్థిక తదితర శాఖల మంత్రులందరూ అగ్ర వర్ణాల వారే.
గత 76 సంవత్సరాలుగా ఈ ప్రతిభావంతులైన అగ్ర వర్ణాల వారి సమర్థ పాలనలో ఉండి కూడా దేశం ఇంకా ఎందుకు వెనకబడి ఉందో, మన దేశంలో ఇంకా అసమానతలు ఎందుకున్నాయో, మనమెందుకు ఇంకా థర్డ్ వరల్డు కంట్రీగా ఉన్నామో పాలించే అగ్రకులాల వారే చెప్పాలి. అగ్ర వర్ణాల వారు అసమర్థులా? ఐతే వారికి పాలించే అర్హత ఉందా?
అటు ఒక పక్క ప్రభుత్వాల అసమర్థ పాలనకు తోడు, ఇప్పుడున్న ఆ కాస్త రిజర్వేషన్లు కూడా ఎత్తివేస్తే, సమాజంలో అసమానతలు తారాస్థాయికి చేరి, అశాంతి రగిలి, తిరుగుబాటు వస్తుంది. ఆ తిరుగుబాటంటూ వస్తే అది మామూలుగా ఉండదు. ఒక మహా ప్రళయంలా ఉంటుంది.
అలాంటి తిరుగుబాటు వస్తే నువ్వూ, నేనూ తేడా లేకుండా… పేదా, ధనిక తేడాలు లేని ఒక కొత్త సమ సమాజం ఏర్పడుతుంది. నేను కూడా అదే ఆశిస్తున్నా. రిజర్వేషన్లు ఎత్తివేస్తేనే మేలు అనిపిస్తూంది. ఆ ధైర్యం ఉంటే ఎత్తేసి చూడమనండి. ఏం జరుగుతుందో అప్పుడు తెలుస్తుంది.

People who find fault with reservations are ok with other kinds of reservations in the society. The primary objection is about low caste people, trying to stand alongside and live a life of respect and dignity with the higher caste. Their subtle objections give away the truth about the deep seated dark thoughts about the whole issue. Culture should reflect in behaviour. If we really believe that all humans are equal,what is happening under their nose can not go unnoticed. Basically such people don’t like the constitution in the first place. When the British left , the country was an empty basket. But now there is some money after 75 years. So difficult to share with people who are despised and hated. This is psychological issue . The othering which suits them. The double talk of some cultured people!! Reservations and anti reservations- the so called Karma at play

Manohar, been a long time follower of your channel, great work but I think you could have defended fact checker better as you had better argument , I’m not sure what happened with you two behind the scenes but most audiences only hear what’s happening in the live and not really appreciate the way you undermined him, may be need some more patience while talking someone like that, you differentiated the ritual and muda nammakam real good but overall the discussion was not fruitful

Give special reservation to Those candidates who are born to inter-category parents and inter-religion parents initially start with 1-2% reservation, increase it by 1 or 2% every 5 years, don't cut down only from general category which has 40-50% reservation as of now, to add this as new category cut reservation from all categories through normalization(JEE marks type)
this must be coupled with providing temporary safe house for newly married couple and also serious punishment for those who fraud this reservation system

Good thoughts. For this to work, there needs to be a proper census every 10 years properly and after few census operations there would be many people who want to go to inter-category group and slowly the entire population will become inter-category thus eliminating the reservations.
