    The numbers you state are mostly a product of how US "metro areas" are compiled. In the US the most common measure is the US census, but that measure is meant to count the administrative jurisdictions (counties) that might be economically related to a single urban agglomeration. The county borders are the metro area borders. This leads to a lot more rural land being included in the census metro area measures than in conventional metro area measures compiled in other countries. US counties, especially in the American West are often the size of European countries. For example, the SF Bay Area metro is about the size of the country of Netherlands and includes a national park, several national forests, a dozen state parks, and randomly the agricultural region that is responsible for 90% of worldwide cashew production. I don't that anyone would argue in good faith that that land is part of the actual Bay Area metro. But that's where the county borders go.
    In effect, all the US census metro areas are not really metro areas at all. They're just county agglomerations that can be linked to a particular city. If you were to compile metro areas the same way that they are used in Europe or Asia you'd get about 2-3x higher transit mode share. That's why most serious studies these days don't use the census metro areas but rather use something like the "urbanized area" measure that is compiled at the much granular census tract level.
