I love Vallarta so much! but only in the winter. I spent one rainy season there when I first came to Mexico and I almost died for the heat and humidity of the summer.
I've never in my life heard of eating coconut with chili peppers. This is super new to me. I guess I've been programmed to look at coconut as a dessert (like the macaroons and the baker's coconut flakes they put on German chocolate cake).
in Mexico they put chile powder on everything. personally I dont like it so I ask for my coconut meat only with lime and salt. you can also find European style desserts here with coconut in them.
The stand is called "Marisma", the address is Naranjo 320, Zona Romántica, Emiliano Zapata, 48380 Puerto Vallarta and I think you can find them on FB as well!
