These black swans are taking food and dipping their beaks in the water, however it isn’t to feed the koi. Swans need to moisten the pellets to help them swallow and digest the food and as they do this, a few pellets inadvertently slip out of their beaks. Of course, koi aren’t going to pass up on a free meal, so they eagerly await any food that escapes the swans.
The swan is not feeding the fish. It needs water to eat dry matter. Ducks do this, too. They shove their beaks in the crums/seeds and then dunk them in water and drink up the mixture. The fishes are there to pick up whatever falls off and the birds don't mind.
