As a collector from Asia, i can confirm that Oliver, just like any other character I can remember he was basically everywhere, as a toy should, which is a good point to put out.

Similarly, this was the same condition when I got my Oliver. Thankfully, he still had his side rods and his stickers in tact, but I had to fix his wheel as the white gear was broken. I'm happy that a child experienced such a rarity and that I've bonded with my siblings into restoring Oliver into full working order.

I remember loving that ugly thing, playing him with duck, recreating the episodes, and regretting breaking him and losing him in around 2014. He's pretty hard to find now at a decent price, and the ones I found for cheap were sold fast like hot cakes.

Meanwhile Oliver’s from everywhere else are well over 200 dollars and for what? A piece of plastic and metal in horrible condition? What about that is worth anything over 50 bucks. Recently found one of these in really good condition in a pack with a Thomas and a bunch of track for about 18 quid. Didnt pick it up though as I really didnt need it

bought a junked one for 50 bucks a while back, missing a side rod, stripped screws. broke the coupling later on, had to hot glue his rear chassis back together, fix his side rod.. so i ended up shaving the face off, painting him black, and making him a 1401 from the titfield thunderbolt. not a bad ending, but i later bought a better one for 120 from china, and it was in amazing shape.. sorry you got scammed for yours.. better contact the guy for either a refund, or SOME money back.

TOMY Oliver is so expendable for NO REASON. I was fortunate enough to get a half-decent one below $100 with two couches, but I had to do a lot of work to restore him, and I kinda messed up his face. Still, I’m just happy to have him :)

I think TOMY Oliver was cursed with being a 90s TOMY engine and never being updated since Even then, he’s on the lower end of 90s TOMY items, but idk man most of them looked at least somewhat goofy back in the 90s, especially the faces
I'm British so i was able to get Oliver easily over a decade ago. What i round weird was he had something rattling in his smokebox. Unscrewing him and found he had some metal cylinders in his head, likely as weights to keep him stable. I still have him and all my other TOMY engines though i probably shouldn't leave batteries in them.
I didn't really care about Oliver when I collected a few Tomy Plarail/Tomica World trains (Thomas, James, and this cool R/C set I will mention here) during my early childhood years in the late 90s and very early 2000s (til 2002 I say). I don’t think Oliver was rare or unique like the Tomica World 7436 R/C set featuring the Japanese 300 Series Shinkansen train (I wish I would've never broken that permanently coupled set) and a controller similar to that of Densha de Go game controller and the Raildriver train sim controller which I have today. This set being a remote controlled set makes it somehow a precursor to the Fisher Price GeoTrax trains of the 2000s and later HO scale compatible Marklin MyWorld sets. If you ever find yourself getting deeper into Tomy Plarail stuff, I'd recommend reviewing this set.

If you need the tomy oliver restored I suggest getting in touch with custom trackmasters. He's amazing at restoring old Tomy Thomas toys.
