i did basically exactly this, but made a cable to plug directly into my usb header on my motherboard so no cables have to run outside the case. gives it a super clean look. a good app written in processing for it with a decent gui and you're all set!

I think I would order a RasPi for it, write some code to do the following: 1) Decode the RGBHV lines in the monitor cable. Gained from splicing them out into the RasPi. 2) Run it through down scalers, probably just use a simple GLSL program for this. Average the colors toward the shape of the chair. 3) Outputting that into the chair. Vastly simplified if the chair doesn't allow individual LED addressing or sequencing.
A Raspberry Pi Zero W has included wifi and PWM outputs. Also why have two when you can just run a daemon on the rpi to accept the update over the interwebs. RPi also draws like 10-100mA Also, motorcycle batteries last longer and are roughly the same size at the cost of requiring a special charger. My chair is a car seat from a luxury car with all the electric controls and heating still working and I did it with motorcycle batteries.

I dislike RGB lighting personally. My mouse has some lights, but my hand covers it so it doesn't really bother me. I just don't understand people who want their computer to look like a Chirstmas tree (nor do I care for Christmas trees).
My keyboard, headset, PC tower, external hard drive, monitors - all have either no lights or a small light to indicate that they're on. It's just my mouse that has two lights in it.
I was gonna order a Vertagear CL6000 or Corsair T1, but this is way better. And it's out of the box thermals are at least 1000 nits.

It makes sense Blue light consumes more power. if you look at some studies its the most powerful in the spectrum as you use your electronic devices since thats what helps our eyes define 'white light' amongst the other colors~
