Dear what I meant was to accelerate economic growth two things are important: Liberalisation of imports and higher spending by state ( Increasing expenditures). However due to financial crunch pakistan has limited capacity to spend money, therefore, instead of borrowing more loans for more expenditures, govt preferred to be realistic in growth projections
