Term “bureaucrat” is so misleading. You say all officers (from 17-21 grade) are enjoying perks and they always get a slack from budget, they are elite , you are wrong. I invite you to please do research on this, there are 13 or so cadres in federal bureaucracy, only 2 cadres (PAS , erstwhile DMG and police) enjoy maximum perks. PAS is the bureaucratic elite, this cadre rules over other cadres and there is huge, literally huge discrimination in salaries (by adding various allowances) , authority perks and privileges . Furthermore, there is discrimination in pay and allowances at departmental level, officers from NAB, FIA , BISP, NADRA enjoy way more salaries than those working in pak secretariat. Please compare pay slip of a BS -17 (CSS officer) who is working in the Federal secretariat with BS-6 naib qasid/driver of FIA, you will see that FIA naib qasid is earning more than secretariat CSS officer. When you say 20% pay increases in bureaucrats salaries, you indiscriminately put all the officers in one box and blame everyone. The reality is that those officers (BS-17,18,19) working in federal secretariat cannot afford keeping their families in Islamabad because their pay is marginal which hardly makes both ends meet for a single person let alone supporting family. If you are interested, i can share pay slips of various offices for comparison You will see one category is literally living on the sky while the other is perishing in the bottom. Therefore painting each and every officer as “elite bureaucrat “ and condemning their pay raise is wrong.
You used a few terminologies like Neoliberalism & Egalitarianism just to impress viewers. And after that you had nothing special to say. I kept watching with the hope that you’d come up with some sensible logic, but couldn’t continue when you showed figures from last few years. Anyone with basic IQ would know that the graphs are in PKR and reason of last 2-3 yrs bars going up exponentially is because of Pak Rupee devaluation. We took loans in USD and are paying back in USD; obviously that would make the graphs look like this. Best would be that instead of just criticising the budget, you should present a white paper to govt giving your proposals / suggestions for a better budget.
