Hi! You can take picture with these characters in a spelific place, such as Mickey, Minnie, Donald Duck and Daisy Duck in Disneyland Tokyo. Mickey and Minnie are in Toontown. Donald and Daisy are in Westernland. When it comes to Princess, there is no any particula place to meet.However, some princess are in main entrance sometimes. If you see them, you can take picture with them. Good luck!

It's called Sanrio Puroland near Tama cnter station. What abou staying around Tachikawa station? It's quite nearby to the spot.

No special pass needed. But you need to queue to meet Mickey, Minnie, Donaldo and Daisy. I think princess as well.
Can you purchase DPA prior to the date of visit? Or can DPA only be bought at the park using the Disney resort app?
It's only at the park you can purchase.
