It can be more effective to create the small stopper knot *after* creating the arbor knot and pulling it taut. Otherwise the knot prevents tightening all the way back to the tied off object (chair post in this case)
It's a noose, which behaves like a slip knot except that it tightens when one pulls on the standing rope, instead of the working end, as is the case with a slip knot. This noose around an object backed up with a stopper knot as you see in the video is called an arbor knot, and it is typically used to attach fishing line to the spool of the reel.
