He can cancel Buster Wolf into FS in vanilla. In fact, I remember finding a glitch where doing that in camera controls via the frame by frame thing and then unpausing on Terry’s stage glitches the camera to only show the background.
The thing is in KOF, you can cancel special moves into super special moves, which can be cancelled into Level 2 super special moves (I forgot the name) and/or Level 3 supers
