The dam itself is the concrete structure you still see standing. What failed is the abutment, where the dam is connected to the surrounding terrain. The only part that failed is one of the abutments, hence it is a partial failure because 2/3 components are intact. The dam structure itself does not need to fail for an uncontrolled release of water to occur, though it usually does, particularly in catastrophic failures such as the St. Francis Dam.
Another example of a partial failure vs a full failure is the Oroville dam in California, where it was concern that the emergency spillway would collapse that prompted evacuation warnings and the continued use of a heavily damaged main chute. The dam did not fail, but an uncontrolled release of water resulting in structural damage to parts of the dam occurred. Hence, a partial failure of the dam vs a full failure.

Your question should preface your statement, but nonetheless. Since about that period of time, the turn of the century, pretty much any infrastructure - including skyscrapers and railroads - is designed with a "design life" in mind. And, in that is a roadmap for how long the structure or tool is meant to be maintained for, and an agreement/contract is written up for the holders to enforce to ensure that the design life of the object is met. You would be surprised to learn that these early industrial engineers did very well considering their constraints and budgets (often surpassing intended design lifes). Unlike the opposite which is lamented about today.
Sorry to rattle on, but I believe the number is over 200, for the amount of dams that have passed their 40,60,80,100 etc life cycles and we have not replaced, maintained or created any equivalent infrastructure.
Last thing in mind, we have entire counties and states relying on decades old records of these structures with internal maintenance records often managed by 3rd party companies. Really, I could go on all day, you'd be surprised how this country is even running and not falling to parts. Makes you appreciate the govt more although the social aspects give us headaches.

It's a waste of money, considering before mass marketing, corporate "pride" and pharmaceutical companies became involved, it was well under a billion per year (still over-spent on frivolous made-in-China crap, but it was more reasonable than it is now). I always hear infrastructure in the US is failing all over the place and overdue for replacement, upgrading, etc. and the last big wave of infrastructure construction in the US was post WWII, wasn't it? Why is there no mention of the 'person in charge' did not have the debris removed from upstream of the dam so the water would not rise that high. Once it started going around the dam, it washed the spillway soil quickly out of it's path.

House no.2 and the covered patio, the gravity of things and the waterway that was never designed for the new age flood.110 yrs ago the stream that was dammed for hydro power and water retention has left the scene, all its doing is diverting water now,the new spillway seems to be working just fine its clogged up with tree and debris, sediment now,so when the water leval drops it needs to get backhoed out,and a brand new dam can be built for next years summer flood.P.S.SOMEONE CAN BUILD A PIPELINE FOR WATER TO THE SOUTHWEST DESERT WHERE THERE IS A TRUE WATER SHORTAGE?
