'Ticking time bombs': Comptroller warns of higher water bills

The 5-year-old lead pipe replacement program in D.C. provides some perspective on what the Baltimore area could face - a big takeaway was the skyrocketing price tag. The costs in D.C. have increased from a $500 million estimate to a $1.8 billion estimate.
