The blame is squarly in the ANC government shoulders. Because in my 25 years as a investigators i have been involved where Cllrs and employees and city officials are involved in this.
The problem has never been law enforcement and the courts but it is the Constitution. It shows a lot of respect for rapists, murderers, thieves, hooligans etc. Rewrite the relevant parts of the Constitution and take away the rights of the criminals. Make it legal to treat them like the animals they are and they will stop.

We need a more diverse government. These who are in power, cannot build, only destroy.

They are criminals and belong in jail

Nothing...if they threatens to kill your family...there is little you can do...the goverment waited too log before waking up....
