Ah, the foghorn thing: Back in 1999 I was a 17 year old Para (think slightly fancier babysitter, but less fancy than a nanny) and the kids I watched were allowed to watch Spongebob after school. The ending screen, at least in America, was always the Seagulls one, BUT, when the show was new they had a commercial bumper that used the foghorn that frequently played right after that. I think a lot of people have sort of transposed the two together. Like you, it always made me jump, but I was also old enough to know it wasn't a part of the end screen. Hope that helps a little.

I was somewhat active in closing logos circles and on the CLG Wiki in the mid-2010s. One thing that always put me off about this community was the propensity of some members to lie and make things up for a goof. Since there were no restrictions on who could and could not edit the wiki, you'd have plenty of kids dreaming up random variants on logos that did not exist. Another trend in the community was to spoof existing logos in odd ways - for example, overlaying the music from one logo with another or inserting a cartoon character into a logo. I'm not denying the possibility that the United Plankton foghorn variant may exist, but there's a non-zero chance that it was just some 12-year-old's weird fib.

The foghorn end roll was broadcast on TV in the early years of Spongebob - like maybe only the first season or two. The recreation is lretty close but the horn sound was very loud and obtrusive - startling, which is why I figured as a kid that they changed it to the seagull sound. It was kind of shockong during show transitions. I remember back during SpongeBob's original airings on US Nickelodeon (I never owned VHS or DVDs of SpongeBob) that you could tell the older episodes because they retained the foghorn noise and newer episodes had the seagull. They weren't converted for at least some time after they changed to the seagull. As well as the subtle change in the quality of animation. I would guess it is going to most likelt be found in refoedings of original runs of SpongeBob on Nickelodeon in the US, West coast and on DirecTV if that by chance makes a difference in what was broadcasted.

@michaelbullen3104 Yeah, people jumping to Mandela Effect are being lazy. Lost media researchers overall tend to be very off in being convinced that if they can't find something on Google, it's Lost or never existed.
Reading through the comments, people saying it might have been blended with an additional end cap card or with the beginning might be on to something as Nickelodeon used to run constant transitions between one thing and the next. It might not have been actually a part of the Spongebob Episodes but something that started after them every single time.
However, I would lean more towards the idea that it was an additional credit card tacked on at the end. Depending on when things were broadcast and by whom and what eas involved in production, cartoons could have multiple credit screens one after another back then. These wouldn't always translate from who needed credit during broadcasting and who needed credit on a VHS or DVD release.
I know for 100% certain I saw it on television as I have never owned a Spongebob VHS or DVD in my life. And, if the foghorn was dropped because it was loud and obtrusive and kids didn't like it (which seems to be a common theme), I'm sure they would have dropped it when they prepared the episodes for home releases.
This is one that is going to havd to be found by finding digitized VHS recordings of Nickelodeon broadcasts from the early early to mid 00s. Also keeping in mind it aas not every single episode. There was a time where older episodes had the horn and newer episodes had the seagulls and they overlapped. I would guess maybe whenever they remastered or edited the epsisodes for a home release, they might have started airing the odler episodes recut with sea gulls.

I think I know what the "fog horn" variant is. My brother was watching some old nick bumpers from 2000 (or 2001, I didn't quite see the title) on TH-cam just a few days ago. It was the closing credits of Ren and Stimpy and it was advertising the Amanda Show. The Amanda Show theme in the advert played over the "Games Animation" logo, followed by a Nickelodeon logo with a loud fog horn sound effect (though I could've miss heard, I just remember it being fairly loud and deep). I think that's what people are confusing it for, if at one point SpongeBob episodes were aired with that variant of the Nick logo.
EDIT: Ok, so I keep trying to reply, but my replies are getting automatically deleted for some reason. I'll just edit the message here.
So I got back with my brother, and he showed me the vid he was watching. I skipped to the part where I heard the noise, and I can safely say that it isn't a foghorn. I actually can't quite tell what the sound is. Though, I was right about the Amanda show theme playing over the Games Animation logo, so there is a possibility the foghorn might've been a part of a promo that was shown at the end of SpongeBob that played over the United Plankton logo.
The video is "Nickelodeon Commercials - Ren & Stimpy - 2000" if you want to check for yourself.
I do want to state I also found a version of the seagull variant from a December 2001 recording (the video is "Nickelodeon Commercials - December 2001"), so that narrows down the timeline of when the variant might've been. Possibly between mid-2000 to late-2001.

Actually little fun fact on the Spongeboy audio, some of the animation was probably reshot when his name was changed to Spongebob from Spongeboy, BUT a remnant can still be found, a scene that probably wasn't reshot with the new name in mind. In the scene where Spongebob's running up to the Krusty Krab saying "go Spongebob, go Spongebob, go self!", if you actually read his lips, it looks as if he's saying Spongeboy rather than Spongebob. I know that sounds insane but genuinely, look up the scene and you'll see, it looks like he's saying Spongeboy, potentially making it one of the oldest scenes of the original cut that was animated and not reshot.

A snippet of it was on the SpongeBob season 1 dvd I think, supposedly from early in the show’s development, and it featured audio of a conversation between SpongeBob (voiced by Tom Kenny) and Squidward (voiced by Stephen Hillenburg). I’ve seen absolutely no one talk about this audio but it’s always been so interesting to me and wondering if a full version exists. If no one knows what I’m talking about then you might be more familiar with the animated version that was at the end of the SpongeBob Movie Rehydrated collab.

Split-screen promos of the credits from late 2000 to early 2001 did use the music from the original credits song, but sometimes the music from promotions during the credits would leak onto the logo and play until the nickelodeon productions logo ends. An example is from November 24, 2000; where in some cases, the credits song would be replaced with "Who Let the Dogs Out"
It might be a case that a SpongeBob promo played during the credits and had the foghorn sound played over the logos.

That's why many people remember it, because it sounds realistic. But if many people remember it & it _still_ hasn't been found, it's just a misremember-ation. Hello. I am WWEISWAR from the CLG Wiki. The reason why there hasn't been any activity since 2014 was because I forgot the password and have been locked out ever since. Thought I'd clear some things up:
The "foghorn" audio was originally described on KRS Logos (the precursor to the CLG Wiki/AVID.) It reads: "Usually, the SpongeBob SquarePants end theme finishes over it. *On episodes with split-screen credits, there is a foghorn sounder.* On SpongeBob video releases, there is no music at ALL."
I simply transferred the foghorn information over to the CLG Wiki page. I never recall ever hearing any horn sound. I've only ever heard the seagulls and waves. If it did exist, it had to have been used very briefly. The only time I remember hearing anything different was on the "Texas" episode where there were cows mooing.
Here's where I got the information from. It's the second-to-last entry on the page: teamfx2000.fortunecity.ws/Kids_Cartoons/variouskids.htm
Some of the people that wrote that might still be involved in the community. If you can get hold of them, you might be able to get more leads.

I can 100% confirm to you guys that the foghorn variant was very much real, as here in Canada, on YTV, it was cheaper to keep the original masters of the episodes aside from getting updated ones, so we had some of these versions of these s1-s2 episodes with the foghorn. I dunno the exact logistics of when they started and stopped using this foghorn thing in the united plankton logo in the US but I could have swore they did it up until around 2006 or so over here... Could be wrong. I have this very vivid memory though of being a very small child and wondering whether “this episode would have the foghorn or the seagull”. The foghorn variant still had seagulls but they were less loud, and were after the foghorn. And it was legitimately LOUD. It was jarring and kinda freaky. Made the recreation look kinda tame in comparison. The foghorn episodes aired less here, and we still had many episodes that had the seagulls as well from s1-s2 at the time. But the foghorn variant was prevalent at one point and I remember the sound so vividly... I have goosebumps right now lol... I have absolutely no idea what their method was in terms of obtaining these different masters... But the foghorn went away entirely after my brother was born, and for all these years I had wondered whether anyone remembered it... This is nutso... I’m not crazy and I didn’t dream this stuff up, what an actual relief man. Here’s to hoping it turns up. Check those recordings people you’ve got a mission now. People here are saying “iT dOeSn’T eXiSt iT’s A mAnDeLa EfFecT” but nah man I know better than that

I was 10 in 06, and honestly I think I may have seen it, but I just can't recall. I have this odd memory of being in our living room on the couch, half asleep and hearing it, but that could've also easily been SpongeBob alarm at the beginning of an episode, or a bumper or ad. YTV definitely did a lot of playing ads through the credits back in the day.

To people willing to research the fog horn end card:
I'd suggest looking for original satelite or cable broadcast recordings in North America recordings beteeen 1999 and about 2003.
The foghorn and seagull versions were both used for some period of time and I remember the horns coming after older episodes with the murkier animation style in the earlier seasons.
My guess is that it was probably retweaked in preparation for the 2003 release of season 1 for home release. And I'm sure they decided to get rid of it in season 2 or 3 when producing new episodes because it was quite jarring and unpleasant.
Or, cartoons on Nickelodeon in that time would often have several different end card credits for different parts of production and distribution. Some of which would not necessarily need to be included in a home release.

When I was little, my dad had the whole box set of the 3 seasons which I remember the earliest ones did ACTUALLY have the foghorn in it. From what I can remember, atleast I think anyways, is that it kind of sounded a little ominous, and I think it might've had the the waves you hear in the background. My memory is not the sharpest because I was probably 4 to 5 at the time. I wish I could check now but he as long disowned me, so I have 0 contact with him, and also he lives in a completely different city.

I feel like I’ve heard the foghorn variant before. The problem is is that I was a child and the foghorn sound was used in the show a lot. It could just be a Mandela effect.
It could also be in the older shows that was later replace as some say but that I’m unsure.

I don't know if, when nor how i saw it but the spongebob matrix animation feels ever so slightly familiar, but not familiar enough to a point where i can pick out anything other than what was said.
If i did see something like it, i don't know if it would of been in some lost media related topic because this must of been years before i was into lost media.
some details i (if i did actually see this or not in the flesh) can remember is the animation being in 3D and spongebob & patrick wearing black clothing.
I really don't know on this one, but you talking about the clip sparked something so deep inside of my mind, i could of just seen this in some lost media compilation and that I honestly could just be putting out false information without knowing.

the original pilot audio was actually found, but sadly lost again. someone found the full original spongeboy ahoy storyboard with the original audio but nickelodeon requested that it was deleted and sadly, it wasn't archived very well and become lost media once again.

interesting, do you happen to have any proof that it was actually found? I've heard that the audio existed for years, but there was never any tangible proof other than things like the spongeboy nametag animation cell.
