This. It's not a plot hole. It's explained that he gets who the doctor is in bits and pieces. It's not like....geez like 99% Steven Moffatt wrote in his era.
I believe this was explained in the episode. The infostamp was damaged, and so he only absorbed parts of it. So, he absorbed the information on what tye Doctor is and other rough pieces of information, but not the overall picture.

Exactly, he knows that the Doctor has a TARDIS and a sonic screwdriver, but doesn't recognise that the TARDIS isn't a hot air balloon (probably the most impressive form of travel he could think of being from the Victorian era) or that his sonic screwdriver was just a regular screwdriver (since he couldn't imagine what a "sonic" screwdriver was other than a screwdriver that makes a noise) so his brain simply filled in the gaps for him. He had the general impression of the Doctor, but not really any specifics

The real question is why don't the Daleks from the Time War have anything about The War Doctor on the info stamp? Good luck cramming everything that doesn’t make sense about him suddenly being a thing for no reason into a 30 second video.
well, the Info Stamps were from the Cult of Skaro, who weren't on the Front Lines of the Time War, also, trying to gain lots of random intel might be hard during the time war

I can't give you any spoilers but-" It was the same effect when Matt Smith met David Tennant.. 11th was all "I am the older than you so shut up and listen to my advice and you might live long enough to become me" During the War Doctor episode when 10th met 11th which now that Canon HAS BEEN BROKE.. Tennant was the 14th Doctor since somehow multiple TARDIS can also exist and since the box has been- well on the occasion of stolen, just vanishes or blown out into space to crash on a planet, just arriving in time to avoid catastrophe.. it gives an example that the 11th believed he met the 10th who was infact the 14th who just so happened to use his old screwdriver.. again it isn't really hard to believe again because 12th used Sonic Sunglasses and went back to using his Screwdriver.. or as the 14th might say "don't think about, your head might literally explode.. you know cause all timey whimey stuff"
Still a great episode. Kinda wish there was a spin-off of the fake Doctor! I'd like to see how creative the writers could get with adapting Dr Who's villains or other concepts to a 19th century setting.

Regardless of the plot hole, I think we can all agree that if the doctor met a future version of themselves who didn’t remember them or a past version of themselves they couldn’t remember, that story idea would be ridiculously stupid, thankfully there hasn’t been a show runner who was so out of ideas of what to do they’d resort to a moronic, brain dead idea like that.
It is also possible that he really was a Doctor who hid himself like David Tennant did by using the Chameleon Arc to become human. He could have decided that he just wants to live as a human like the First Doctor did and raise his granddaughter 😅

But you have no problem with a time machine, a guy with two hearts, who is always saving earth from beastly monsters from other places with only a sonic screwdriver? Or how about the fact that he regenerates into a totally different person everyone in a while. Or no one seems to find it strange that these monsters keep attacking them . Or that Marie Antoinette, Queen Victoria, Van Gogh, several Roman emperors, Cleopatra, Catherine the Great, Leonardo De Vinchi and more know him even if he has regenerated. It's a Science Fiction show!
I assumed it was because the Tenth Doctor was the most up to date Doctor on the stamp meaning he swapped for 10 and his mind protected him from the truth
I did find this detail strange, but I always choked it up to post-regeneration amnesia. There is a precedence for this with doctor's like the 7th, where when he regenerated from his 6th incarnation, he even says "where am, who am I, and who are you?" When Timelords regenerate, some are more smoother than others.
err no this happens to be the first interaction he has with them with this face so the data module they had would only have info on previous incarnations not the current one
