The footage is from the Japanese movie Gunhed. I've never seen it, but I remember reading somewhere that Bill Leeb said the film wasn't all that great, and the only decent scenes were the ones he used for the video.
I tracked it down on VHS back in the day. Had to buy it on import so it was quite expensive. And yes as I remember it it really was a pretty terrible movie. Very slow moving muddled story and weak acting. I think pretty much every action scene from the movie is in this video.
I saw the movie, still have it my collection, digitized. I can't say it's bad per se, in fact I find it mesmerizing in a way. English translation kills the plot and acting, but watching it in Japanese (with subtitles) fixes it perfectly! It's dark, it's highly unusual, it's visionary. And who cares what Leeb says anyway? :)
My favourite memory of this song is playing the 12 EP at top volume in Brisbane Myer. Confusion reigns and broken bass drivers... 1993 was a great year...
GunHead was also an awesome shmup on the PC Engine. It was called Blazing Lasers here in America and released on the Turbografx16. The game was made by Compile who made some of the best shmups ever.
I love this album. Bought it when it came out and rocked it daily. Tactical Neural Implant sounds more like a progression of their Intermix releases than the early FLA stuff like Caustic Grip, Initial Command, State of Mind, etc. Its like TNI was songs from the Intermix sessions with added vocals.
Just saw FLA live State Theatre Falls Church Va. They were awesome ! Bumped into friends that I hadn't seen since pre-y2K met some new 20yr old fans! Great Nite. drummer kicks it big time!

There are also bits from a movie called "Hardware" in the video, and in my opinion, that is a better scifi-flick than Gunhed. But that is just me. Many of the voice samples are from the movie RoboCop 2, which is definitely worth a view! =) Man, those "bad" 90's scifi movies rock. Split Second comes to mind first, just saw that movie again about a month ago, and yes, still a better lov.. movie than many of those newer attempts! =D
