Hi Bro, The trek is open but due to a recent case of Scam in bookings of the online tickets for treks near Bangalore, came to light, govt has ordered a proper investigation that's why I guess they have halted the ticket bookings as of now.. I suggest you wait for sometime until the process is resumed again. Meanwhile you can explore other treks like Shivgange (no booking is required for Shivgange) or Anthargange (Booking required for Anthargange but can be done after reaching there as well). Have fun!

No, Trekking is not allowed without booking, you've to book it in advance.
