Contractor moves tank leaving old pipe in place and disconnected. Delivery driver pulls up and pumps oil into fill pipe. There’s no way in the world you should say the driver put the oil in the wrong pipe. Any pipe disconnected has to be removed or at least filled with concrete to prevent this. With all the building codes, inspections etc how something like this can be allowed is beyond comprehension.

I agree, if anything, put a cap on the end, and/or even mark the fill line on the outside of the building as being not in use.
I didn't know the fire department had there own HAZ-MAT team
Break out the dish soap. That'll be the cleanest basement in the city after the cleanup is done.

What happens to the oil thats scooped up? Recycled or put to use at the firehouses that could use it for their heating purposes?
My guess would be it gets filtered and then used. Seems like too much to put to waste.
