Right. A high win-rate and a low pick rate would be ideal. It would indicate that operators are situational, they have their niches and people who pick the right operator for the right situation deserve the high winrate. It doesn't make any sense to nerf operators with low pick rates, regardless of how powerful they are.

It's a hard balance but I do think gadgets should be at the front. They need to standardize attachments on weapons so that's not the deciding factor on an op (all atk guns get acog, and make a def only attachment for the game)

Nerf the call duration 12 seconds is a lot of time. Make it 8 and defense can end it after 4 seconds. Also blocking defenders intel for 12 seconds is crazy especially when the attack team has access to all drones and unbroken cameras that whole time. 1 attacker should not be that op.
I think one of the problems with the balancing is there’s Ops with both really strong gadgets and guns. nothing wrong with an Op having both but when they have some of the best for both it’s bound to be meta defining
Ace could be indirectly nerfed by giving defenders three impact grenades rather than two, and reduce their player damage. HUGE change that would nerf many other attackers (like Ram) but it would make countering Ace less situational.
I think the fenrir "nerf" was good overall because it makes it easier to counter him but if you are a good player then you can just hide his mines better. It also made him get banned less but also picked less which means I can use him most of the time and the enemy wont use him or if they do, I can just play twitch.
Dokkaebi should get a nerf that while hanging up her phone, ops switch to their secondary while they hang up leaving them not completely vulnerable but still having effect as well as getting rid of her shotgun for another SMG.
For the Dokki all ubi needs to do is change her hacking mechanic from hacking cams to collecting more call charges, she starts the round with one and can steal defenders phones to call the whole team, thus keeping her strong while still punishing bad calls. If they really wanna be harsh with her they could make it so she has to be involved in the kill to collect the phone, i.e red pinging the defender, dealing damage, maybe even having a secondary gadget go off in a certain radius or during a call.
Or if they really dont wanna tamper with her abilities, use the hacked phones as points and so by collecting more phones she can choose to either hack cams for a certain amount of points or call for a certain amount of points. Example, make a phone worth 3 points, and hacking cams cost 3 and a call 2, she starts with 2 point, that allows for 1 call which would net nerf her, wouldn't compromise her versatility, although I think call duration would need to be lowered or the speed to hang up be increased.
To be fair, Jager's biggest problem was always his gun. Too many people playing Ash and Jager for their weapons and to be very honest, those guns were overperforming. I don't think Jager is impossible to balance. He's in a good place right now. Gun is usable ADS does what it's supposed to. The choice to put a gun like AK-12 on Ace was 100% unacceptable. Fuze as an operator did not deserve to be nerfed because Ace was OP and continues to be a great crutch for solo queues to pros alike.
In other words ubisoft puts out a good gadget idea then complain when the operators gadget works really well. No reason to ruin good operators to make bad operators good. Just make sure the good operators are not overpowered and buff bad operators.

Makes sense, the kibas in a nutshell already function like his by the enemy shooting the kibas bit by bit throughout the round, and usually are destroyed by the minute to minute 30 mark. It would definitely make for a better qol for attackers as they don't have to deal with them if it's like a 20 secs left round and a obscure Kiba that got untouched cucks them from a fair fight
