If the witch was "evil" as suggested, Mor'due could only be defeated with another bear. Mother bears are fiercely protective of their young, including other male bears. In a way, the witch was "righting a wrong" through Meriada's request. The reason Elnore taught Meriada all those long ago stories is because, as a future queen, she would be responsible for keeping the interests of the kingdom at hand. That would include her husband. She would remind him and persuade him with wisdom instead of greed or power. However, it's hard to know how the mother/daughter would play out because co-director Brenda Chapman left halfway through the completed film.
I would say she was neutral. Because the spell breaker was basically redemption and reconciliation. That True Love could mend what was broken. Putting your differences aside and holding onto what mattered. And as a Magic bearer she wasn't able to be direct when revealing how to undo the spell. Because by trying to figure the Spell Breaker on their own it enabled them to mend the bond of Mother and Daughter. While Elanor came to realize what truly mattered as a bear Merida had to learn by more profound means and admit to what she had done on her part that damaged their relationship. Which is probably why the wisps led them to the ruins of Mordu's kingdom to reveal more on what was needed to break the spell and what was at risk if they were to fail.
She’s a less altruistic version of Mama Odie and a kinder version of Ursula. She’s the middle ground, has the ability to help but also the wisdom to know that she can’t hand feed people the solutions to their problems if they are to grow as people. However she is a bit of a trickster at heart so when people do convince her to help (Usually through offering her a shiny) she ensures that they learn a lesson about taking the easy way out. She is there to teach people that there are consequences to the choices they make. She’s kinda like a djin. Oh you want to be rich? Ok here you go your rich now, but now the Feds are after you for some how hacking the federal reserve to steal the nations gold. Classic be careful what you wish for and who you trust. 😂

Elenor becoming a bear and defeating Mordu with Merida was just happenstance as we know that Mordu was drawn to Merida from the beginning. I think Merida was meant to "break" Mordu's curse and perhaps the witch gave her a chance to do so by turning Elenor into a bear. The witch likely gave many others spells as we see Mordu become a wisp after he died and the wisps led others to the witch's shack.
