I'll give Taylor credit for this scene. It's a good redemption for Injustice Barry. One of the things I love about the regular DC universe is that it isn't the powers and costumes that make them heroes. The villains have them too; that just makes them "super". The hero comes from their humanity, and that's on display here.

To be honest I think to begin with, Barry's empathy was the reason. He knew Clark was hurting in an unimaginable way and he didn't know how to help. When Clark killed the Joker he probably wrote it off as just a bad day and he would come back after he snapped. I'm sure Barry gets pissed enough to want to kill some of his Rogue's Gallery once in a while too, and coupled with Clark's grief, he probably felt like he couldn't say much. And while killing the other villains was more extreme, he probably once again wrote it off as an extreme reaction to his own grief. And I think as time went on, he probably felt like he couldn't say much since he allowed all the other shit to happen. Once he killed Billy though I think it smacked him in the face that there's no more justification, he's just a tyrant.

I know this is an alternate universe, but I'm just saying this because Injustice is a weird story where SOME characters (like Flash) seem to have similarities to their main universe counterparts, while others (like Wonder Woman) are just 100% different. The writer himself (Tom Taylor) stated that he wrote Injustice Wonder Woman as an ENTIRELY different person, because he couldn't imagine ANY universe where the real Diana would love or follow an ugly tyrant like Injustice Superman.

i wish i had enough money to buy comics, they really have amazing stories, and the ones i like the most are these wich show what happened after the big fights, it's not that i don't enjoy seeing heroes and villains bashing each other, but the results and the growth of the characters after each encounter or big event is what i find worth seeing

Because this is the simplest. He trusts Barry to not abuse his freedom (not quite enough to stop keeping watch, but that's batman, paranoid of everything). And there's the whole issue of it being a publicity nightmare to reintroduce the heroes who sided with Superman, even if they did switch sides eventually, people would call for justice, trials, compensation, etc.
